A joint inspection of the treatment of offenders with learning disabilities within the criminal justice system - phase two in custody and the community

March 2015

'A joint inspection of the treatment of offenders with learning disabilities within the criminal justice system: phase two in custody and the community' is a joint inspection by HM Inspectorate of Prisons and HM Inspectorate of Probation. It highlights poor systems for identifying prisoners with learning disabilities in custodial settings and that little discernable progress has been made in improving the lives of this vulnerable group of offenders. 

It goes on to mention that little thought was given to the need to adapt regimes to meet the needs of prisoners with learning disabilities who may find understanding and following prison routines very difficult. As a result, prisoners with learning disabilities are at risk of getting into trouble with staff or being bullied because of their learning disability.
